China releases a draft export rule for 23 AI technologies
Open-weight releases get automatic approval when a company files the paperwork, and public AI technology is not controlled.
The commerce ministry and science ministry of China released a draft update. It is for the catalog of banned and restricted export technologies. The draft names 23 AI technologies, from large models and agents to clusters of computers. Some AI tools change malware on their own to attack the military or government agencies. These tools face a full export ban. Controls on models start at 10^26 FLOPs of training or 2 trillion parameters.
