Terraform adds policy rules and a portal for AI agents
Terraform policy is open to all users. It gives one set of rules to persons and AI agents that change infrastructure.
HashiCorp showed new Terraform tools at HashiConf at TechXchange. Terraform is software that sets up cloud systems from code. The first item is Terraform policy, which is open to all users at this time. Teams write rules in HCL, the Terraform language, and apply them before and after deployment. The company gave no test results and no user numbers.
How it works
- Terraform policy: rules that check how resources connect, data lookups, and provider and module downloads.
- Developer Portal, in public preview: platform teams give approval for patterns one time, and developers and AI agents use them.
- Enhanced search, in public preview: checks unmanaged resources for compliance before import.
The proof
The company gave no numbers, speed tests or customer results. It names no user of the new tools.
What is not known
The company names Claude Code, GitHub Copilot and Cursor as tools that can use approved Terraform patterns. The company gives no instruction on how the Terraform MCP server, a connection between AI tools and Terraform, works. The Developer Portal and the search are in preview and can change.
Insight: Infrastructure rules become the gate for AI agents
Terraform policy applied only to resources that Terraform controls. The search checks them before import, and AI agents use the same rules. In October 2026, Descope added owner and approval steps for AI agents. This reads as a race to control the gate for AI agents: identity at Descope, infrastructure rules at Terraform. The first gate in use can be hard to change.
