GitHub Enterprise gets all Copilot features, paid with AI credits
GitHub tells that its Fusion Max tool is within two points of Opus 5.5 Max at half the cost.
At GitHub Universe, GitHub launched the GitHub Copilot app, where agents do work from issue to merge. From today, GitHub Enterprise customers can use all Copilot features with no different subscription. They pay for the AI credits that they use. GitHub also named Copilot Fusion, projects, automations and code review Max. GitHub tells that completed work, not more code, is the output that matters.
What is new
- Fusion: selects one or more models for each task.
- Projects: operate agent work across many repos in parallel sessions.
- Session continuity: one cloud agent session across app, editor, CLI and web.
- Automations: repo workflows that propose their own improvements.
The numbers
GitHub tells that Fusion Max is in two points of Opus 5.5 Max on the Artificial Analysis Coding Agent Index. It uses half the cost and 40% less time for each task. GitHub tells that code review Max had the highest F1 score on ReviewBench for high severity issues. It gave no score.
What is not known
All tests are from GitHub. Self serve buying comes at a time that GitHub did not give. The move to a multi region set up in Azure ends in the first part of next year.
Insight: Agents turn a seat fee into a usage bill
In October 2026, Anthropic told that it merges more than 30,000 code changes each day, up from around 2,500 in May 2026. GitHub now adds 4 million CPU cores and bills Enterprise by AI credits used. This seems to be a move from a fee for each user to a bill for each unit of agent work, so GitHub income can increase with agent volume. Plan for a cost that follows use.
