New turn in Meta terms dispute: the 20 November start can move

Meta tells that it will not change policy without full consultation, and its existing terms stay until then.

On 16 October 2026, new Meta business terms were reported to let it crawl business websites to train AI. They apply to business accounts on Facebook, Instagram, WhatsApp and Messenger.

Earlier: Meta terms let it crawl business websites to train AI

Andy Stone, head of communications at Meta, told on X that Meta can delay its new business terms after 20 November. The terms were to start on 30 October. Meta had moved the date after publisher complaints. Stone tells that Meta does “not plan to make policy changes without a full consultation with industry groups and leaders.” Enforcement can have no end date.

What changed

Meta removed language that seemed to let it “train” its products on content from news sites. Legal experts told Nieman Lab that the change does not exclude training. Meta now tells that the consultation can go after 20 November.

Who pushes back

The News/Media Alliance and lawmakers from the two US parties spoke against the terms. Senator Marsha Blackburn of the US tells that Meta tries to exploit American creators and businesses. Senator Adam Schiff of the US asked Meta to go back on the change.

What is not known

Meta gave no new date. Stone tells that the consultation “could” go after 20 November. The source does not tell what the last text will be.

Insight: Meta moves the date and the words, not the plan

Meta first moved the start from 30 October to 20 November. It then removed the word “train” after one day, and a UK publisher group called the move a stop, not a solution. Now it plans no date. This looks like a play for time: each step moved a date or a word, and none withdrew the plan. Make your decision now.
